"Watakushi is Rule" (「わたくしイズルール」) is a barely-intelligible half-Japanese, half-English phrase spoken by Amachi Hitsugi in the first volume of the series. Similar in import to Louis XIV's "I am the state," the phrase asserts the mutability of all of Tenchi Academy's laws and regulations according to Amachi's personal whims.

Watakushi ("I") is a highly formal first-person pronoun used exclusively (among the characters in the series) by Amachi, and serves as shorthand for her person. For a similar concept, see Watakushi Space-Time.
